Commonly, an incoming Government greets the population with the assurance “One of our highest priorities is to eliminate corruption.” Paradoxically, that same assurance was made by the previous administration, and the one before that. Why then does this problem exist?

If there is one issue expressed by the voices of the public, it is that those charged with stewardship over the Government’s resources for administering well-being for the people  must prevent those resources from being siphoned off for personal benefit. Certainly this is a critical issue. Various studies project that corruption consumes a significant percentage of the GDP and a significant percentage of the federal budget. Suffice it to say that corruption provides a significant obstacle for those honourable officials attempting to employ public resources for good for the people. We must recognize that corruption within the Government a would-be Statesman heads will prevent that would-be Statesman from achieving important elements of the good he intended.

But the total impact goes beyond the financial well-being of the citizens. The U.N. Office on Drugs and Crime has concluded: “In a nutshell, corruption increases inequality, decreases popular accountability and political responsiveness, and thus produces rising frustration and hardship among citizens, who are then more likely to accept (or even demand) hard-handed and illiberal tactics.” Corruption deprives the people of the quality of life that God intended to be delivered through Government as His instrument:

…that we may lead a tranquil and quiet life in all godliness and dignity (1 Timothy 2:2).

Realistically, we must take seriously the potential for evil in the human heart and find a way to deal with it. As God reminds us in His instructions:

All have sinned and fall short of the glory of God (Romans 3:23).

The human heart has the capacity to be so devious that it could take multiple investigators and lengthy times to bring to justice the corrupt behaviour of a single person. This is quickly obvious as being impractical in solving the issue of corruption. Hence, we cannot rely on the legal-judicial system. It is within this reality that the Statesman must provide leadership. Let us look at the issue of corruption through the eyes of one king, King David, who, in spite of his own failings, confronted corruption. King David said:

The fool says in his heart, “God does not exist.” They are corrupt; they do vile deeds. There is no one who does good….All have turned away; all alike have become corrupt. There is no one who does good, not even one (Psalm 14:1-3).

Realistically, corruption is within the nature of mankind and is facilitated by a mindset of rejection of our Creator’s desired role in the life of each member of His creation. It is a part of our nature as human beings to have a selfish nature, a nature that must be held in check. It must be recognized and dealt with. In a lengthy conversation King David had with the ultimate King under whom he served, he elaborated:

I will pay attention to the way of integrity… I will live with a heart of integrity in my house. I will not set anything worthless before my eyes. I hate the practice of transgression; it will not cling to me. A devious heart will be far from me; I will not be involved with evil…. My eyes favor the faithful of the land so that they may sit down with me. The one who follows the way of integrity may serve me. No one who acts deceitfully will live in my palace; no one who tells lies will remain in my presence. Every morning I will … eliminate all evildoers (Psalm 101:2-8).

King David made clear that he would make dealing with corruption a priority:

I will pay attention to the way of integrity…

Then, we recognize four components in King David’s response to corruption. First, King David committed himself to fighting corruption in his own life, including:

I will live with a heart of integrity in my house. I will not set anything worthless before my eyes. I hate the practice of transgression; it will not cling to me. A devious heart will be far from me; I will not be involved with evil….

King David had corruption in his own life. The same steps he employed in dealing with and overcoming corruption are even more clearly available to us today as we acknowledge that Jesus’ died for our sins as well as to help us deal with them specifically and individually:

I have been crucified with Christ and I no longer live, but Christ lives in me. The life I now live in the body, I live by faith in the Son of God, who loved me and gave Himself for me (Galatians 2:19-20).

…if you live according to the flesh, you are going to die. But if by the Spirit you put to death the deeds of the body, you will live (Romans 8:13).

We must avail ourselves of God’s presence within our lives to convict us of corruption and then His power available to us to overcome that corruption within. But notice our loving Father’s purpose:

…that the creation itself will also be set free from the bondage of corruption into the glorious freedom of God’s children (Romans 8:21).

And this is God’s resource for each of us and everyone who administers with us.

The second thing King David did was surround himself with like-minded individuals who dealt with their own corruption and prevented it from influencing their administrative decisions. Notice the type of co-workers he chose to administer with him – those who shared his attitude toward corruption:

My eyes favor the faithful of the land so that they may sit down with me. The one who follows the way of integrity may serve me. No one who acts deceitfully will live in my palace; no one who tells lies will remain in my presence (Psalm 101:6-7).

Third, King David worked to eliminate the culture of corruption. Following the words above, King David’s attitude is described:

Every morning I will … eliminate all evildoers (Psalm 101:8).

King David states how frequently and with what priority he takes the steps to overcome corruption, using the words: “Every morning”. This signifies not only the frequency but the priority.

Fourth, what is clear here is his active, ongoing effort to help his co-administrators to fight corruption within their lives. Knowing the way our corrupt nature continually seeks to assert its ugly head, reinforcement of commitment to overcome is essential. He recognizes, and we must as well, that even the best of humans have a corrupt nature that they must overcome in order to avoid corruption.

The Statesman must lead by clear example and clear communication and by continual action. There are several clear applications for the Statesman:

1. Continually overcoming the corrupt nature within himself.
2. Carefully examining the life and character of everyone who would co-administer with him to ensure they have the capacity to handle their responsibility to serve their people in the face of temptation they will face.
3. Actively fight every hint of corruption.
4. Provide reinforcement in the lives of those co-administering.

What steps can I take to overcome corruption within myself and everyone around me?

What can I do to help deal with the culture of corruption within my society?

In what ways will I need the help of God in fulfilling my promise to the people to eliminate the stealing from their lives due to corruption?

The reality is that it is this effort that could contribute to the leader being viewed as a Statesman. The failure to effectively deal with corruption can be expected to prevent one from fulfilling the greatest of visions.

Généralement, un gouvernement entrant salue la population avec l’assurance que « l’une de nos plus hautes priorités est d’éliminer la corruption ». Paradoxalement, cette même assurance a été donnée par l’administration précédente, et celle d’avant. Pourquoi alors ce problème existe-t-il ?

S’il y a un problème exprimé par les voix du public, c’est que ceux qui sont chargés de la gestion des ressources du gouvernement pour administrer le bien-être de la population doivent empêcher que ces ressources ne soient détournées à des fins personnelles. Il s’agit certainement d’une question cruciale. Diverses études prévoient que la corruption consomme un pourcentage important du PIB et un pourcentage important du budget fédéral. Qu’il suffise de dire que la corruption constitue un obstacle important pour les honorables fonctionnaires qui tentent d’utiliser les ressources publiques pour le bien du peuple. Nous devons reconnaître que la corruption au sein du gouvernement qu’un homme d’État potentiel dirige empêchera cet homme d’État potentiel d’atteindre des éléments importants du bien qu’il voulait.

Mais l’impact total va au-delà du bien-être financier des citoyens. L’Office des Nations Unies contre la drogue et le crime a conclu : « En un mot, la corruption augmente les inégalités, diminue la responsabilité populaire et la réactivité politique, et produit ainsi une frustration et des difficultés croissantes parmi les citoyens, qui sont alors plus susceptibles d’accepter (ou même d’exiger) tactiques rigides et illibérales ». La corruption prive les gens de la qualité de vie que Dieu voulait offrir à travers le gouvernement comme son instrument :

afin que nous puissions mener une vie tranquille et tranquille en toute piété et dignité (1 Timothée 2:2).

De manière réaliste, nous devons prendre au sérieux le potentiel de mal dans le cœur humain et trouver un moyen de le gérer. Comme Dieu nous le rappelle dans Ses instructions :

Tous ont péché et sont privés de la gloire de Dieu (Romains 3:23).

Le cœur humain a la capacité d’être si sournois qu’il pourrait falloir plusieurs enquêteurs et beaucoup de temps pour traduire en justice le comportement corrompu d’une seule personne. Il est rapidement évident que cela n’est pas pratique pour résoudre le problème de la corruption. Par conséquent, nous ne pouvons pas compter sur le système juridico-judiciaire. C’est dans cette réalité que l’homme d’État doit assurer le leadership. Examinons la question de la corruption à travers les yeux d’un roi, le roi David, qui, malgré ses propres échecs, a affronté la corruption. Le roi David a dit :

Le sot dit dans son cœur : « Dieu n’existe pas ». Ils sont corrompus ; ils font des actes ignobles. Il n’y a personne qui fasse le bien… Tous se sont détournés ; tous pareillement sont devenus corrompus. Il n’y a personne qui fasse le bien, pas même un seul (Psaume 14:1-3).

De manière réaliste, la corruption est dans la nature de l’humanité et est facilitée par un état d’esprit de rejet du rôle souhaité de notre Créateur dans la vie de chaque membre de Sa création. C’est une partie de notre nature en tant qu’êtres humains d’avoir une nature égoïste, une nature qui doit être tenue en échec. Elle doit être reconnue et traitée. Dans une longue conversation que le roi David a eue avec le roi ultime sous lequel il a servi, il a précisé :

Je ferai attention à la voie de l’intégrité… Je vivrai avec un cœur intègre dans ma maison. Je ne mettrai rien de sans valeur devant mes yeux. Je déteste la pratique de la transgression ; ça ne m’accrochera pas. Un cœur sournois sera loin de moi ; Je ne serai pas impliqué avec le mal…. Mes yeux favorisent les fidèles du pays afin qu’ils puissent s’asseoir avec moi. Celui qui suit le chemin de l’intégrité peut me servir. Personne qui agit par tromperie n’habitera dans mon palais; personne qui dit des mensonges ne restera en ma présence. Chaque matin, je vais… éliminer tous les malfaiteurs (Psaume 101 :2-8).

Le roi David a clairement indiqué qu’il ferait de la lutte contre la corruption une priorité :

Je ferai attention à la voie de l’intégrité…

Ensuite, nous reconnaissons quatre éléments dans la réponse du roi David à la corruption. Premièrement, le roi David s’est engagé à lutter contre la corruption dans sa propre vie, notamment :

Je vivrai avec un cœur intègre dans ma maison. Je ne mettrai rien de sans valeur devant mes yeux. Je déteste la pratique de la transgression ; ça ne m’accrochera pas. Un cœur sournois sera loin de moi ; Je ne serai pas impliqué avec le mal…

Le roi David avait la corruption dans sa propre vie. Les mêmes étapes qu’il a employées pour traiter et vaincre la corruption nous sont encore plus clairement disponibles aujourd’hui alors que nous reconnaissons que Jésus est mort pour nos péchés ainsi que pour nous aider à les traiter spécifiquement et individuellement :

J’ai été crucifié avec Christ et je ne vis plus, mais Christ vit en moi. La vie que je vis maintenant dans le corps, je la vis par la foi au Fils de Dieu, qui m’a aimé et s’est donné pour moi (Galates 2:19-20).

si vous vivez selon la chair, vous allez mourir. Mais si par l’Esprit vous faites mourir les actions du corps, vous vivrez. (Romains 8:13)

Nous devons nous prévaloir de la présence de Dieu dans nos vies pour nous convaincre de corruption, puis de sa puissance à notre disposition pour vaincre cette corruption à l’intérieur. Mais remarquez le but de notre Père aimant :

que la création elle-même sera également libérée de l’esclavage de la corruption dans la liberté glorieuse des enfants de Dieu (Romains 8:21).

Et c’est la ressource de Dieu pour chacun de nous et pour tous ceux qui administrent avec nous.

La deuxième chose que le roi David a faite a été de s’entourer d’individus partageant les mêmes idées qui ont traité leur propre corruption et l’ont empêchée d’influencer leurs décisions administratives. Remarquez le type de collègues qu’il a choisi d’administrer avec lui – ceux qui partageaient son attitude envers la corruption :

Mes yeux favorisent les fidèles du pays afin qu’ils puissent s’asseoir avec moi. Celui qui suit le chemin de l’intégrité peut me servir. Personne qui agit par tromperie n’habitera dans mon palais; personne qui dit des mensonges ne restera en ma présence (Psaume 101:6-7).

Troisièmement, le roi David s’est efforcé d’éliminer la culture de la corruption. Suite aux mots ci-dessus, l’attitude du roi David est décrite:

Chaque matin, je vais… éliminer tous les malfaiteurs (Psaume 101 : 8).

Le roi David déclare à quelle fréquence et avec quelle priorité il prend les mesures pour vaincre la corruption, en utilisant les mots : « Chaque matin ». Cela signifie non seulement la fréquence mais la priorité.

Quatrièmement, ce qui est clair ici, c’est son effort actif et continu pour aider ses co-administrateurs à lutter contre la corruption dans leur vie. Connaissant la façon dont notre nature corrompue cherche continuellement à affirmer sa tête hideuse, le renforcement de l’engagement à vaincre est essentiel. Il reconnaît, et nous le devons également, que même les meilleurs des humains ont une nature corrompue qu’ils doivent surmonter afin d’éviter la corruption.

L’homme d’État doit diriger par un exemple clair et une communication claire et par une action continue. Il existe plusieurs applications claires pour l’homme d’État :

1. Surmonter continuellement la nature corrompue en lui-même.
2. Examiner attentivement la vie et le caractère de tous ceux qui co-administreraient avec lui pour s’assurer qu’ils ont la capacité d’assumer leur responsabilité de servir leur peuple face à la tentation à laquelle ils seront confrontés.
3. Combattez activement tout soupçon de corruption.
4. Fournir un renforcement dans la vie de ceux qui co-administrent.

Quelles mesures puis-je prendre pour surmonter la corruption en moi et autour de moi ?

Que puis-je faire pour lutter contre la culture de la corruption au sein de ma société ?

De quelle manière aurai-je besoin de l’aide de Dieu pour accomplir ma promesse au peuple d’éliminer le vol de leur vie à cause de la corruption ?

La réalité est que c’est cet effort qui pourrait contribuer à ce que le dirigeant soit considéré comme un homme d’État. On peut s’attendre à ce que l’incapacité à lutter efficacement contre la corruption empêche de réaliser la plus grande des visions.
